Mahatma Gandhi Pravasi Suraksha Yojana -Recent Programmes

     Mahatma Gandhi Pravasi Suraksha Yojana 
The Ministry of Overseas Indian Affairs (MOIA), has introduced a special social security scheme named Mahatma Gandhi Pravasi Suraksha Yojana (MGPSY) for overseas India workers in ECR Countries. The scheme named after Mahatma Gandhi, is a voluntary scheme aims to encourage and enable the workers to meet their three major needs. It helps them to save for their pension in old age through NPS-Lite (National Pension Scheme); save for their return and resettlement and obtain free cost of life insurance cover, Ministry will also co-contribute under this scheme for a period of five years or till the return of workers to India, whichever is earlier.
Pension in Old Age

            The scheme will help the worker to save for their old age. Old age savings will be managed by credible public sector pension funds. While a worker save between Rs.1000 to Rs.12000 in his/her pension account they will get a co-contribution of Rs.1000 in case of male and Rs.2000 in case of female in the NPS-Lite account from Ministry.
Return and Resettlement (R&R ) Saving

            To address the immediate monitory need of the worker on his return back to India, the scheme provides an option in the form of R&R saving. The scheme will help to save money over a period of time to cover the resettlement expenses in the short term. While the worker invest Rs.4000 in this scheme they will also get a Ministry co-contribution of Rs.900 in their R&R account.
Insurance Cover

            An overseas Indian worker enrolled in this scheme would be provided with a free cost life insurance cover and applicable as long as they are working in ECR country.
Ministry’s Co-contribution to MGPSY

            If a worker contribute Rs.5000 per year, then the Ministry’s Co-contribution will be Rs.3000 in case of female worker and Rs.2000 in case of male worker for the whole scheme. Ministry co-contribution is subjected to subscriber making necessary contribution to the scheme. This co-contribution will be applicable for a minimum period of 5 years or for the period of employment whichever is earlier.

Overseas Indian workers with ECR passports and aged between 18 and 50 years on an employment/contract visa are eligible to join the scheme. The Ministry has authorized the Life Insurance Corporation of India and Bank of Baroda to deliver the scheme to eligible overseas Indian workers. Bank of Baroda and LIC will assist eligible to open MGPSY accounts and will deliver a range of services to subscribers.

A secure and well regulated institutional framework has been designed to encourage, enable and assist overseas Indian workers to participate in this Scheme. In order to motivate broad-based voluntary enrolments, encourage regular savings and pension accumulations of overseas Indian Workers.

            Eligible workers will be able to open an MGPSY account at the office of the Protector Of Emigrants (POE) in India or at special help desks located at the office of the authorized aggregators in ECR countries. In order to enable Indian workers in the ECR countries to join the scheme the Ministry is shortly going to start Pravasi Suraksha Yojana enrolment centers starting with the United Arab Emirates (UAE)

Seventh Pay Commission- Recent Programme

On 24 February 2014, the Government of India issued a Gazette notification announcing the formation of the Seventh Central Pay Commission with Justice A.K.Mathur as the Chairman, Vivek Rae – Member (full time), Dr. Rathin Roy – Member (part time), and Meena Agarwal – Secretary.
 The Seventh Pay Commission had to submit its recommendations within 18 months (expected by August 2015) and the same is to be implemented from 1 January 2016.The Seventh (7th) pay commission has been implemented by the government for the salary hike of the employees. The pay scale increase will be implemented from 1.1.2016. 
This calculator is useful to the employees for the calculation of their new basic, grade, gross pay and new gross pay with house rent allowance (HRA), transport (TPT) and dearness allowance (DA).

Seventh pay commission
  1.     It was formed by previous UPA Government. The commission, headed by Justice A K Mathur was formed in February 2014.
  2.     The other members of the commission are Vivek Rae, a retired IAS officer of 1978 batch, and Rathin Roy, an economist. Meena Agarwal is Secretary of the Commission.
  3.     The committee's recommendations are scheduled to take effect from 1 January, 2016.
  4.     The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.
    Nearly 48 lakh central government employees and 55 lakh pensioners will be befitted by the pay commission.
Salary increment 7th Pay panel suggests 23.55% hike in pay and allowances of govt employees. Pay will go up by 16%; increase in allowances will be 63%; increase in pension will be 24%. Recommendations will come into force from January 1, 2016. Minimum basic pay for central govt staff recommended at Rs 18,000; maximum pay Rs 2.25 lakh per month: Pay Commission. Pay Commission recommends 3% annual increment and 24% hike in pension for central government staffers.

Rercent Programme - DigiLocker Launched By Government Of India

What is DigiLocker?
Digital Locker is one of the key initiatives under the Digital India Programme - External website that opens in a new window. A beta version of the same has been already released by the Department of Electronics and Information Technology (DeitY), Govt. of India. Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies.

With the help of this Portal, the sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

The storage space (maximum 1GB) is linked to the Aadhaar number of the user. The space can be utilized for storing personal documents like University certificates, PAN cards, voter id cards, etc., and the URI's of the e-documents issued by various issuer departments. There is also an associated facility for e-signing documents. The service is intended to minimize the use of physical documents and to provide authenticity of the e-documents. It will also provide secure access to Govt. issued documents. It is also intended to reduce administrative expenses of Govt. departments and agencies and to make it easy for the residents to receive services.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. Digital Locker system has the following objectives

  •     Enable digital empowerment of residents by providing them with Digital Locker on the cloud
  •     Enable e-Signing of documents and make them available electronically and online Minimize the use of physical documents
  •     Ensure authenticity of the e-documents and thereby eliminate usage of fake documents
  •     Secure access to Govt. issued documents through a web portal and mobile application for residents
  •     Reduce administrative overhead of Govt. departments and agencies and make it easy for the residents to receive services
  •     Anytime, anywhere access to the documents by the resident
  •     Open and interoperable standards based architecture to support a well-structured standard document format to support easy sharing of documents across departments and agencies
  •     Ensure privacy and authorized access to residents' data.

Recent Programme - PM launches PRAGATI

PM launches PRAGATI: a multi-purpose, multi-modal platform for Pro-Active Governance And Timely Implementation

Prime Minister of India, Shri Narendra Modi launched 0n March 25th his ambitious multi-purpose and multi-modal platform PRAGATI (Pro-Active Governance And Timely Implementation). PRAGATI is a unique integrating and interactive platform. The platform is aimed at addressing common man’s grievances, and simultaneously monitoring and reviewing important programmes and projects of the Government of India as well as projects flagged by State Governments.

Speaking on the occasion, the Prime Minister said the whole world is now observing India keenly. It is imperative that governance in India becomes more efficient and responsive.

The PRAGATI platform uniquely bundles three latest technologies: Digital data management, video-conferencing and geo-spatial technology. It also offers a unique combination in the direction of cooperative federalism since it brings on one stage the Secretaries of Government of India and the Chief Secretaries of the States. With this, the Prime Minister is able to discuss the issues with the concerned Central and State officials with full information and latest visuals of the ground level situation. Such an effort has never been made in India. It is also an innovative project in e-governance and good governance.
Key features of the PRAGATI application are as follows:

• It is a three-tier system (PMO, Union Government Secretaries, and Chief Secretaries of the States);

• Prime Minister will hold a monthly programme where he will interact with the Government of India Secretaries, and Chief Secretaries through Video-conferencing enabled by data and geo-informatics visuals;

• The first such programme was launched on 25th March, 2015 (Wednesday) at 3.30 PM;

• Now onwards, it will be held once in every month on Fourth Wednesday at 3.30 PM-to be known as PRAGATI Day.

• Issues to be flagged before the PM are picked up from the available database regarding Public Grievances, on-going Programmes and pending Projects;

• The system will ride on, strengthen and re-engineer the data bases of the CPGRAMS for grievances, Project Monitoring Group (PMG) and the Ministry of Statistics and Programme Implementation. PRAGATI provides an interface and platform for all these three aspects.

• It will also take into consideration various correspondences to PM’s office by the common people or from high dignitaries of States and/or developers of public projects;

• The issues flagged are uploaded seven days prior to the PRAGATI day (i.e. on third Wednesday of every month).

• These issues can be viewed by the Union Government Secretaries and Chief Secretaries after entering into the application;

• User ID and Password for each of the Union Government Secretaries and Chief Secretaries have been created and made available;

• Union Government Secretaries and Chief Secretaries will be able to see the issues pertaining to their Department /State;

• Union Government Secretaries and Chief Secretaries have to put their comments and updates about the flagged issues within three days (i.e. by next Monday);

• One day - Tuesday is available to the PMO team to review the data entered by the Union Government Secretaries and Chief Secretaries;

• The design is such, that when PM reviews the issue he should have on his screen the issue as well as the latest updates and visuals regarding the same;

The system has been designed in-house by the PMO team with the help of National Informatics Center (NIC). As the name suggests, it is aimed at starting a culture of Pro-Active Governance and Timely Implementation. It is also a robust system for bringing e-transparency and e-accountability with real-time presence and exchange among the key stakeholders.

Pradhan Mantri Krishi Sinchai Yojana - Recent Program

Pradhan Mantri Krishi Sinchai Yojana
Food and retail inflation are natural corollaries to the situation and this hurts the economy. In 2014-15, foodgrain production in the country dropped by about 5.3 per cent. In an attempt to improve the agricultural productivity, the government of India has come up with a new scheme, the Pradhan Mantri Krishi Sinchai Yojana (PMKSY).
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated amalgamating ongoing schemes viz. Accelerated Irrigation Benefit Programme (AIBP) of Ministry of Water Resources, River Development & Ganga Rejuvenation; Integrated Watershed Management Programme (IWMP) of Department of Land Resources; and On Farm Water Management (OFWM) component of National Mission on Sustainable Agriculture (NMSA) of Department of Agriculture and Cooperation. PMKSY is to be implemented in an area development approach, adopting decentralized state level planning and projectised execution, allowing the states to draw their irrigation development plans based on district/blocks plans with a horizon of 5 to 7 years. States can take up projects based on the District/State Irrigation Plan.

Apart from the irrigation projects, INR 200 crore from this scheme will be earmarked as Agri-Tech Infrastructure Fund (ATIF) – the corpus required to promote the National Agricultural Market (NAM). This will give farmers easy access to the markets for sale of their produce. The FM also said that the budgetary allocation for this scheme may tie into the material component of the MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act)

All the States and Union Territories including North Eastern States are covered under the programme.

The National Steering Committee (NSC) of PMKSY under the chairmanship of Hon’ble Prime Minister, will provide policy direction to programme framework and a National Executive Committee (NEC) under the chairmanship of Vice Chairman of NITI Aayog will oversee the programme implementation at national level.

Provision has been made under PMKSY during 2015-16 for carrying out extension activities in the field with special focus on water harvesting, water management and crop alignment for farmers and grass root level field functionaries.

Garib Kalyan Yojana is a Poverty Alleviation Scheme, which is primarily a work shop that you can pay and attend.The Garib Kalyan Yojana was officially launched by Prime Minister Narendra Modi in April 2015, when he announced that for development of any country, the welfare of weaker and poor people of the country is utmost important.  

The objective of the workshop is to revive the government’s pro-poor welfare programs.  It would also ideate effective ways to implement and maximize the outreach of the welfare initiatives.  In this campaign, the senior ministers would be in charge of creating a road map to poverty alleviation and drain down the ideas to the member of parliaments so that the welfare work is initiated at the grass root level.

The effort of the campaign and workshop is to motive and appraise the member of parliaments to help them effectively implement the government run schemes for the welfare of poor in the country.

The Prime Minister announced the launch of Garib Kalyan Mela across 22 districts in the state of Gujarat itself, which would benefit more than 1.5 lakh prospective beneficiaries

“Housing for All by 2022″ Mission - Recent Programme

“Housing for All by 2022″ Mission – National Mission for Urban Housing 

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi,  gave its approval for launch of “Housing for All by 2022” aimed for urban areas with following components/options to States/Union Territories and cities:-
a) Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource;
b) Promotion of affordable housing for weaker section through credit linked subsidy;
c) Affordable housing in partnership with Public & Private sectors and
d) Subsidy for beneficiary-led individual house construction or enhancement.

Nearly 50 per cent of the state's population lives in urban areas, making its requirements quite different when compared to the rest of the country. The proposal will be brought before the cabinet soon for approval, said a senior official.

The policy will have a self-certification, that the beneficiary does not own a house anywhere in the country. If the declaration provided by the beneficiary is proved 'false', there is also provision for punishment.

The amount of contribution by a beneficiary to get a house under the scheme would be lower compared to the Centre's policy. Officials said that the government would give subsidy on the home loan interest.

The National Democratic Alliance government at the Center led by Prime Minister Narendra Modi launched the 'Housing for All by 2022'

Under the Credit Linked Interest Subsidy component, interest subsidy of 6.5 percent on housing loans availed upto a tenure of 15 years will be provided to EWS/LIG categories, wherein the subsidy pay-out on NPV basis would be about Rs.2.3 lakh per house for both the categories. Central assistance at the rate of Rs.1.5 lakh per house for EWS category will be provided under the Affordable Housing in Partnership and Beneficiary-led individual house construction or enhancement. State Government or their para statals like Housing Boards can take up project of affordable housing to avail the Central Government grant.

The government has identified 305 cities and towns for constructing homes for the urban poor under the 'Housing for All by 2022' mission.These cities and towns are spread across nine of the 15 states that have signed memoranda of agreement (MoA) with the ministry of housing and urban poverty alleviation for the programme.

Providing basic services (e.g. water supply, sewerage, urban transport) to households and build amenities in cities which will improve the quality of life for all, especially the poor and the disadvantaged is a national priority .The focus should be on infrastructure creation that has a direct link to provision of better services to people and this was explicitly stated by the President of India in his speeches to the Joint Sessions of the Parliament on 9 June, 2014 and 23 February, 2015.

OBJECTIVES
(i) ensure that every household has access to a tap with assured supply of water
and a sewerage connection;
(ii) increase the amenity value of cities by developing greenery and
well maintained open spaces (e.g. parks); and
 (iii) reduce pollution by switching to public transport or constructing facilities for non-motorized transport (e.g. walking and cycling). All these outcomes are valued by citizens, particularly women, and indicators and standards have been prescribed by the Ministry of Urban Development (MoUD) in the form of Service Level Benchmarks (SLBs).

The Cabinet also approved the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), a mission aimed at transforming 500 cities and towns into efficient urban living spaces, with special focus on a healthy and green environment for children. The Cabinet approved Rs 50,000 crore for this mission which is to be spent over the next five years

Recent Programme Of Government Smart Cities Mission

                                        Smart Cities Mission

The  main  purpose of the Smart Cities Mission is to drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. Area- based development will transform existing areas (retrofit and redevelop), including slums, into better planned ones, thereby improving liveability of the whole City. New areas (greenfield) will be developed around cities in order to accommodate the expanding population in urban areas. Application of Smart Solutions will enable cities to use technology, information and data to improve infrastructure and services. Comprehensive development in this way will improve quality of life, create employment and enhance incomes for all, especially the poor and the disadvantaged, leading to inclusive Cities.


The core infrastructure elements in a smart city would include:
i. adequate water supply,
ii. assured electricity supply,
iii. sanitation, including solid waste management, iv. efficient urban mobility and public transport,
v. affordable housing, especially for the poor, vi. robust IT connectivity and digitalization,
vii. good governance, especially e-Governance and citizen participation, viii. sustainable environment,
ix. safety and security of citizens, particularly women, children and the elderly, and
x. health and education.

As far as Smart Solutions are concerned, an illustrative list is given below. This is not, however, an exhaustive list, and cities are free to add more applications.

 In the approach of the Smart Cities Mission, the objective is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities.

Skill India Programme 
The majority of India’s vast population is of working age. Urgent and effective action to Skill India is critical to capture the demographic potential of India’s youth, so that they can contribute productively to the economy. Recognising the centrality of skills to overall socio-economic development within and across nation-states, the United Nations, at its General Assembly in November 2014, declared 15th July as World Youth Skills Day. The resolution, endorsed by all UN regional groups, seeks to generate greater awareness and stimulate discussion on the vital role of skill training, in giving youth access to employment and sustainable livelihood pathways. 
The main goal is to create opportunities, space and scope for the development of the talents of the Indian youth and to develop more of those sectors which have already been put under skill development for the last so many years and also to identify new sectors for skill development. The new programme aims at providing training and skill development to 500 million youth of our country by 2020, covering each and every village. Various schemes are also proposed to achieve this objective.
  • The emphasis is to skill the youths in such a way so that they get employment and also improve entrepreneurship.
  • Provides training, support and guidance for all occupations that were of traditional type like carpenters, cobblers, welders, blacksmiths, masons, nurses, tailors, weavers etc.
  • More emphasis will be given on new areas like real estate, construction, transportation, textile, gem industry, jewellery designing, banking, tourism and various other sectors, where skill development is inadequate or nil.
  • The training programmes would be on the lines of international level so that the youths of our country can not only meet the domestic demands but also of other countries like the US, Japan, China, Germany, Russia and those in the West Asia.
  • Another remarkable feature of the ‘Skill India’ programme would be to create a hallmark called ‘Rural India Skill’, so as to standardise and certify the training process.
  • Tailor-made, need-based programmes would be initiated for specific age groups which can be like language and communication skills, life and positive thinking skills, personality development skills, management skills, behavioural skills, including job and employability skills.

1.What are treasury bills?

Treasury Bills are the instruments of short term borrowing by the Central/State govt. They are promissory notes issued at discount and for a fixed period. These were first issued in India in 1917 Treasury bills (T-bills) offer short-term investment opportunities, generally up to one year. They are thus useful in managing short-term liquidity. At present, the Government of India issues three types of treasury bills through auctions, namely, 91-day, 182-day and 364-day. There are no treasury bills issued by State Governments.

2.What is Bad debt?
   The term bad debts usually refers to accounts receivable (or trade accounts receivable) that will not be collected.  However, bad debts can also refer to notes receivable that will not be collected.
The bad debts associated with accounts receivable is reported on the income statement as Bad Debts Expense or Uncollected Accounts Expense.


3.Difference between Fiscal and Monetary Policy ?
Monetary policy involves changing the interest rate and influencing the money supply.
Fiscal policy involves the government changing tax rates and levels of government spending to influence aggregate demand in the economy. They are both used to pursue policies of higher economic growth or controlling inflation.

Pradhan Mantri Suraksha Bima Yojana is available to people between 18 and 70 years of age with bank accounts. It has an annual premium of12 excluding service tax, which is about 14% of the premium. The amount will be automatically debited from the account. In case of accidental death or full disability, the payment to the nominee will be200,000 and in case of partial disability 100,000. Full disability has been defined as loss of use in both eyes, hands or feet. Partial disability has been defined as loss of use in one eye, hand or foot.
This scheme will be linked to the bank accounts opened under the Pradhan Mantri Jan Dhan Yojana scheme. Most of these account had zero balance initially. The government aims to reduce the number of such zero balance accounts by using this and related schemes.

5.RBI directives on clean note policy ?
.The Reserve Bank of India (RBI) on 14 May 2013 directed banks to follow the Clean Note Policy strictly and issue clean currency notes to public. RBI issued a notification that also asked the banks to do away the process of stapling the currency notes and to secure the note packets with paper bands.

In its notification to the banks, the RBI also directed to sort notes into re-issuable and non-issuable notes and to withdraw soiled notes from circulation in the market. Banks have also been asked to stop writing of any kind on watermark window of bank notes as it disfigures the watermark impression and recognition becomes difficult

As per RBI, on an average 20 percent of notes is disposed off after getting soiled every year and in the fiscal year 2012-13 that ended on 31 March 2013 the number of such soiled currency bills stood at over 13 billion units.

The objective of the scheme is to empower and instill confidence among minority women, including their neighbours from other communities living in the same village/locality, by providing knowledge, tools and techniques for interacting with Government systems, banks and other institutions at all levels.Nurturing/hand holding service envisaged in the scheme being linked with advocacy is a field intensive activity. It requires continuous involvement and availability of facilitators at the doorsteps of the target group.

Organizations which would be eligible for applying for financial assistance under this scheme are given below:
(i) Society registered under the Societies Registration Act, 1860.
(ii) Public Trust registered under any law for the time being in force.
(iii) Private limited non-profit company registered under Section 25 of the Indian Companies Act, 1956.
(iv) Universities/ Institutions of higher learning recognized by University Grants Commission (UGC).
(v) Training institutes of Central and State Government/UT Administration including Panchayati Raj Training institutes.

Recent Programme The Rashtriya Kishor Swasthya Karyakram

Rashtriya Kishor Swasthya Karyakram (RKSK)At 253 million, India has the largest share of the adolescent population in the world. With a view to address the health and development needs of this age group which is 21percent of India’s population, Ministry of Health and Family Welfare launched the Rashtriya Kishor Swasthya Karyakram (RKSK) on the 7th of January 2014.
The Ministry of Health & Family Welfare  has launched a health programme for adolescents, in the age group of 10-19 years, which would target their nutrition, reproductive health and substance abuse, among other issues.
The Rashtriya Kishor Swasthya Karyakram was launched on 7th January, 2014. The key principle of this programme is adolescent participation and leadership, Equity and inclusion, Gender Equity and strategic partnerships with other sectors and stakeholders. The programme envisions enabling all adolescents in India to realize their full potential by making informed and responsible decisions related to their health and well being and by accessing the services and support they need to do so.
To guide the implementation of this programme, MOHFW in collaboration with UNFPA has developed a National Adolescent Health Strategy. It realigns the existing clinic-based curative approach to focus on a more holistic model based on a continuum of care for adolescent health and developmental needs.
The Rashtriya Kishor Swasthya Karyakram (National Adolescent Health Programme),will comprehensively address the health needs of the 243 million adolescents. It introduces community-based interventions through peer educators, and is underpinned by collaborations with other ministries and state governments.

2.Skills: Efforts should be made to help parents develop/enhance skills oncommunicating with adolescents, such as talking with adolescents about sex, listening to adolescents’ concerns, or talking without shouting.
3. Support: Parents should be educated and sensitized on the resources available for assisting them in managing adolescent issues.
